This paper was authored by Mr. Jude Obitre, AKC, on behalf of the Public Policy Institute (PPI) as part of PPI’s analysis of the technical aspects of the 2020/2021 general elections and implications for free, fair and credible electoral outcomes. The author explored the concept of political and legal electoral reforms and how pro-reform actors can maneouvre the contemporary governance hurdles to succeed. The paper was developed with funding from the National Endowment for Democracy (NED) under the Civil Society Election Engagement Platform.
